I actually rather like that Nurse Joy didn't get over her fear of water Pokemon, it's a fear she's had most of her life, it's not exactly easy to get over, but she's been able to learn to live with it and follow in her mum and grandmother's footsteps, it's admirable. I don't agree with Misty obviously, but I kind of get it, she's looked up to this particular Joy most of her life, so to find out she hates water pokemon is kind of devastating to her as a water pokemon trainer, she doesn't say it directly but she kind of realises she was in the wrong by the end at least, plus, that is more or less how someone her age would react.
