The good thing is this is just one Officer Jenny, like how there's dozens of different Nurse Joy's, so we won't see this particularly nutjob Jenny again after this episode lol. I feel like this episode was a parody of something, but I'm not sure what, I was thinking it was our good friend Detective Jimmy at first, but no, it doesn't quite match his style, Japan loves its detective shows so... it could just be an overall parody.
