The Pichu are pretty cute, and having them be the farm's official protectors and apple pickers is pretty okay, too!

it's a smaller cuter form of Pikachu it's honestly hard not to like them, in Gen 1 the game generation Pikachu was first introduced in, it actually didn't have a pre-evolution form, just its evolution Raichu. Usually if they give an existing Pokemon a new form its an evolution into something else instead of a pre-evolution version, but I think for Pikachu it makes sense honestly. Pikachu isn't known for having like a strong intimidating appearance like Charizard, its design is cute and friendly, he ended up becoming the franchise mascot because it's a design everyone could like, so making a younger less experienced version he evolved from makes sense over giving Pikachu's evolution Raichu an evoltuion (Pichu also evolves via the power of friendship , your character gaining a bond with him, instead of levelling up, making it very anime), it also means Pikachu is now a middle stage evolution, which gives the impression that he's kind of strong as well. I might be overthinking it a little lol, but I'm an artist, so I do like to think about why certain design choices are made.
