The Gendarmerie Force are rather Ginyu like, but that's because they're both inspired by Super Sentai (Japanese Power Rangers), it's a pretty huge thing in Japan, just like Gundam and Mecha series are, I'm pretty sure Toriyama was a huge fan, I mean, he's referenced it a few times, Ginyu, the Pride Troopers, Saiyaman. It's a fun trope in the series lol, and the Gendarmerie Force don't seem like bad people, I mean, they did give Kuu and Duu chocolate. Neva really is a living legend, I mean think about everything he's done so far, he gathered Earth's dragon balls in an instant and reawakened them when they were dormant, he built 2 impenetrable shields that seperated the Demon realms for at least thousands of years, and he also made the Tamagami, 3 warriors capable of fighting Super Saiyans, even powering one up to challenge SSJ3 Vegeta for a little. He's not someone who's bad side you'd want to be on.
