I don't see many things that can top the Celestial Dragons as horrible people. They are political figures that are corrupt beyond belief. They are allowed to do anything they want and the Reigning Government are under their thumb. They could look at your wife go, "She's my wife now." then shoot you when you protest. They can do all that while armed marine are standing right there. This exact example was used in a previous arc. This is a dangerous level of corruption as it would be the same situation as a dictator having control of the earth and his big military government being the reigning power, only in this case there is a whole group of dictators acting chummy. They are also nonsensically arrogant, they wear "fish bowls" on their head, why? Because they believe themselves so high and mighty that they refuse the breath the same air as everyone else. This tops Vegeta talking in the third person. Comparatively Arlong's cruel actions were motivated by the speciest view on fishmen which was at least partially caused by the Celestial Dragons. That means the Celestial Dragons have been causing Luffy problems as far back as the Arlong Park story arc.

Arlong and Judge are unjustifiable but understandable, the Celestial Dragons are another matter entirely. They go beyond reason with how shitty they are, hell i've had issue with just how awful they get with the episode at Fishman island from a storytelling perspective, sometimes it just borders lunacy that they're so into their own 'We're gods above everyone else' schtick that it even overrides survival instinct. I think Arlong is just more hatable for you because of how it was shown, it was up close and personal, you developed a bigger emotional connection to Nami's backstory. What the Celestial Dragons do is only mentioned in passing, but when you really dive into it and think about it, its bar none objectively worse than Judge and Arlong combined Side note: I feel like this whole poll deserves its own chat stream, there's a lot to unpack with these asshats

There's never been any point in the series were you were supposed to like, or even feel neutral, about the Celestial Dragons, but then you get to Amazon Lily and hear the tale of how Boa Hancock (at age 12) and her younger sisters were ABDUCTED INTO THE WORLD SLAVE TRADE (Which is run and sanctioned by the Celestial Dragons), sold to the HIGHEST BIDDER LIKE CATTLE. In her own words, "The first men I ever saw in my life were a terrifying crowd" as they grabbed the HOT BRAND and LEFT THEIR MARKS UPON THEIR BACKS, not even mentioning all the things that happened to a bunch of beautiful, young, enslaved girls that can't be brought up in a Shonen manga. Just remembering and discussing their past trauma is enough to cause visible disgust, discomfort and even cause a full-blown panic attack. What I'm tryna say is Arlong and Judge Vinsmoke can't hold a candle to the douchebaggery of the Celestial Dragons.

Celestial dragons definitely. Arlong was a revolutionary who (like many real world revolutionaries) ended up becoming a tyrant but he at least started out fighting for a good cause (freeing the fishmen from oppression from the world government). Vinsmoke is a complete garbage of a human being but at least he's a competent piece of garbage. He started off as a scientist and worked his way up to becoming the powerful ruler of a country. The celestial dragons on the other hand are born with a golden spoon up their asses and basically believe themselves to be beings of a higher existence than all other people purely due to their birth. The lives of everyone else are there to be their slaves and toys, and they never had to do anything to get where they are. The occasional good celestial dragon such as Don Flamingo's dad usually don't last long, as neither other celestial dragons or the common people will tolerate their existence.

I'd make an arguement that you can draw a line towards the celestial dragons in most cases. They have a permit to be shitty by law of birth, which to me is worse.
