It's just an emphasis on how ridiculous Oda's story telling is. He can take A dark desperate terrible situation give the character involved 1 tiny string of happiness to hold on to and rips it away at the perfect moment. Along with the symbolism of the lighter showing that now Sanji truly has no power, no hope. He doesn't even have the power to light a cigarette. And through that moment of complete helpless and hopelessness, the fight for happiness now begins.

Seeing Luffy's anger and desperation, Reiju's disgust, and Sanji's absolutely defeated look left me more or less speechless. I didn't know what I wanted to do first; hug Sanji and tell him he's the farthest thing from a failure or stab that duplicitous three-eyed bitch and hope it stings her as much as she just stung Sanji. But yeah, I remember my jaw just hanging as she mocked and ridiculed Sanji. I was shocked, then I was furious, then seeing Sanji cry broke me. Oda knows how to tug at the heart strings

Ah the sweet sweet betrayal is delicious. 10/10 would still bang though. It's actually funny, they show her way back when Luffy was on the phone with Big Mom at Fish Man Island and even spoil her third eye, but I don't think anybody really remembered her by this point.
