If we consider Doffy to be the most powerful among them, he’s around pre-yonko level now, not strong enough to beat any of them but enough to fight evenly against some of the heavy hitters in their crews.

If you think about it we have: Coby and Helmeppo, Smoker and Tashigi, Issho, Garp, and maybe Drake who are not against the straw hats as the marines are, especially with Akianu at the helm they do not see eye to eye with Akainu’s way of doing things

By doing this Luffy is beginning to enter Emperor status, as being powerful and influential enough to make a fleet and take islands as your territory is what constitutes someone as one of the Emperors of the Sea.
