I loved that Doffy did this because it reminds me of The Dark Knight! For one, he has pawns move in the shadows and clones/decoys of himself. Eventually he forces the people to make a decision, kill these criminals or you are all going to die. And of course his name is Joker duh

To be fair to the Logia's, Paramecia type fruits are a lot more versatile. And I'd say both Crocodile and Enel utilized their fruits very well, Croc especially what with draining everything of moisture. Fact of the matter is unlike Logia's, Paramecia fruits don't have a natural 'weakness', beyond water that all Devil Fruits share. In fact Logia's have the biggest number of disadvantages, being water, Haki users and whatever their natural counter is.

It’s funny how Doffy has a fruit that has the power to create strings which sounds more peaceful than threatening then he proceeds to use that power to trap the entirety of the country and mass scale puppeteers the randoms into killing each other just because he’s having a bad day today.

The thing I like about Doffy as a villain is that he uses his head, not just in schemes, but also in using the full potential of his devil fruit. Many devil fruit users (especially the logia ones like crocodile's sand, enel's lightning etc) get complacent by relying on the natural power of their devil fruit, so they get their asses kicked when encountering their natural weakness. Doffy has the power of string, which isn't exactly impressive sounding, but he's used it in a ton of creative ways like swinging from clouds, turning people into puppets, create a clone of himself etc. Out of all the devil fruit users in the series, he's probably put the most thought into developing his. I love villains who are actually competent, it makes it all the more impressive when the hero manages to beat them.
