Back in Paradise (1st half of the Grand Line) he declared war on the World Government to get Robin back at Enies Lobby. Now he will declare war on the Emperors (like Ceasar said) who runs the New World. Luffy is just imo the best freaking protagonist in any show, movies, series etc etc etc.
