Fullbring is supposed to be the ability to draw the soul out of inanimate objects, but a person's skin is part of their body and not inanimate. It wouldn't be so annoying if Chad didn't have that medallion his grandfather gave him. That medallion basically fits the requirements of a fullbring perfectly, but instead we get lame ethnic pride justification for Chad's lame fullbring.

It has nothing to do with whether someone is actually home or not. They will often just say that to themselves, much like "itadakimasu" (γγγ γγΎγ) before they eat, and many more such things. Just cultural practices, like saying "bless you" or "Gesundheit" when someone sneezes. It doesn't actually have a purpose, but people still do it.
