To be a little more accurate, Smoker gets a promotion to Commodore following the events of Alabasta, pegging him as the hero to cover the truth. Even though he promptly tells the Gorosei and his superiors to Eat a Dick, he still kept his promotion.

I think it was missed and correct me if I'm wrong but last you saw Smoker he was a Captain and nows he's a Vice Admiral. So he got promoted. Which puts him in the VA Pool for Admirals if they are so needed to draft a new one.

While we're on the topic of high bounties: Oda confirmed that if Enel/Eneru ("God" in Skypea, if you don't remember) was a pirate, he'd have a 500m bounty. Ace, at the time of death, had a 550m bounty. Luffy REALLY lucked out by being a natural counter to Enel. Or this series would have been MUCH shorter. He's also still got a little ways to go before he finally catches up to his big brother. Just throwing out a little fun fact that I don't remember sharing.

A few things to note from this episode that may help clear things up: 1) Both Baron Tomago and Pekoms, while strong enough in their own right, are both merely Lieutenants in the big Mom Pirates. The power of an Emperor's "right hand" has already been displayed for us (albeit in the Pre-Time Skip) by Marco The Phoenix, someone who was shown capable of tussling with Admirals in Marineford, as well as Benn Beckamn (the man who briefly stopped Kizaru from acting out when Shanks arrived to stop the war). 1-shotting Caribou is something that most Mid-Tier fighters in the New World would be capable of, sadly XD 2) Since we last saw them both in Marineford, Smoker and Tashigi hasve since been promoted to Vice-Admiral and Captain, respectively. To note, Tashigi is now the rank that Smoker was up until the end of the Alabasta arc, to accentuate the idea that they, too, have become more powerful. Additionally, they have been transferred and integrated into the hierarchy of the G-5 naval branch, as per the request of Smoker at the end of the Marineford war. 3) While not the end-all-be-all system in play, both Naval Rankings and Pirate Bounties have been, for the fanbase, a very basic guideline by which to scale power. While not 100% guaranteed to be true in every case, typically, the Pirate with a higher bounty or Marine with higher rank should be notably more powerful than someone of lower rank or bounty. (How Pekoms [330M] 1 shot Caribou [200M] or how Luffy [100M] 1 shot Bellamy [55M] back in Jaya). While they certainly aren't the true determinate of someone's fighting capability, they can give you a rough estimate of their power at a quick glance. But, perhaps the most important aspect of getting a higher bounty or promoted rank is that the World Government (the one responsible for issuing the bounty or promotion) now acknowledges that persons' capability and increases their renown, be it fame or infamy, globally. For example, everyone recognizes Luffy with his 400 million bounty and track record, as well as how all the pirates recognized Smoker and even remembered his epithet "White Chase" :D

Smoker was a captain during Alabasta and because he was credited for taking down Crocodile, much to his dismay, he was promoted to commodore. And then over the two year gap he has ascended to the ranks of Vice Admiral. The same ranking as Garp.

In other words, Smoker has during these 2 years risen to the second highest rank available under Admiral (except fleetadmiral). Same rank as Garp. Who cares about the rank? Well, maybe you should care🙃 It certainly isn't a low rank anymore. Rank is the marine equivilant of Bounty. Not that bounty says all about strenght since the power disparity between people of the same rank, or bounty, isnt necessarily small. But if a guy has a 100 gazillion bounty I think its safe to say he's got some moves.

Tashigi was promoted to Captain and Smoker is now a Vice-Admiral. As much as I want Smoker to become an Admiral, I imagine he'd be like Garp and refuse it, since he's not fond of the bureaucracy of the Navy.
