As others have said, between the last chapter before the timeskip and the first chapter after the timeskip Oda wanted to take a 3 week vacation. His editor told him he could have 4 weeks but when he gets back the first several pages have to be in color. So, he took a 4 week vacation to Hawaii with his wife and daughter. I, luckily, caught up with the manga like 2 chapters after the timeskip so I didn't have to deal with that 4 week hiatus. However, due to the rony-rona, instead of waiting 1 week for a chapter we've mainly had to wait 2 weeks between chapters. Normally, his schedule averages 3-5 weeks straight with a new chapter and then a week break. So, he does about 40 chapters a year. Which 10 chapters make up a volume, therefore, making 4 volumes worth of manga per year. The anime on the other hand usually has about 50-52 episodes a year. It's pretty rare for them to go on a break, and this is the main reason for the filler episodes and the filler scenes in canon episodes.
