He's against Luffy, but Luffy is also a pirate and a wanted criminal (though the most unusual pirate anyone's ever seen). Hell, I think this is the first time Luffy went up against a major "good guy" who isn't corrupt out his ass (ha). The guy's just doing his job by keeping order in a prison.
