They decide to put a limiter on their power that needs this amount of time for outside approval for release. If aizen, gin, or Tosen had shown up or number 6 had gone all out every single person in that city could be dead in an instant. Bleach continues to amaze at the writers ability to imitate the risky or outright dumb political decisions we see in our everyday lives.

The main character Ichigo definitely resembles Yusuke, personality wise as the MC of the series. You can see how Kubo took inspiration from that series
