The "filler" episodes are preludes to the movie Strong World. Chapter 0 was a special manga chapter made as a prequel to the movie as well. It later became animated which is now known as Episode 0. And that's zero not the letter "o". Strong World was the very first One Piece Movie that was actually written by Oda and had Oda actually a part of the movie making process. Usually in the movies the animation companies come up with their own stories with Oda just coming up with character designs but Strong World was Oda's first One Piece movie. I don't know if there is an official version of episode 0, though. However, Chapter 0 is available legally if you buy the One Piece Box Set 2, Volumes 24-46. But you're not reading the manga so it would be a waste of money to buy those volumes just so you can get the mini-comic that has Chapter 0.

Two things 1. the voice actor for buggy Shigeru Chiba is just fantastic makes buggy a very memorable character. 2. I would totally be down for watching you react to One Piece: Strong World. Forget it being great One piece movie ( which it is ) but it's just a really great anime movie period.

Lets appreciate how badass buggy looks.

As already explained, Shiki is a pretty interesting character, although his relevancy to the arc begins and ends in this episode, as he was addressed in this episode to help promote the movie One Piece: Strong World. While you won't want to write off his character entirely, the only real pieces of information you'll know about him are what was given to you in this episode; he was the only prisoner in Impel Down's history to have escaped and that he was once a pirate.

Okay so, about Shiki. He’s a main character from the movie One Piece: Strong World, it actually takes place just before Sabaody. So I’m not sure if you have an intention of watching it, but you’re allowed to spoiler free! Really Sengoku was just teasing the movie, also it should be noted that Strong World is the first movie actually written by Oda. So it can be seen as canon more so than any other movie. It’s really good! Worth a watch.
