This series does slow down a bit later on. I think the slowdown starts somewhere in last minute on the final episode.

And rather, while they are a fight and make your way forward nation they still have a great deal of respect and obedience to authority so I doubt people would be encouraged to break the law. Depending on which law, discrimination is a-okay. Dont think laws are all that big on protecting the 11's in the first place I checked what he was saying though and that is some high level indoctrination.
