I personally believe that the Bunny Suit plan existed before Zero ever joined up. They just finally had the chance and a person with the balls, probably one of the people that felt entirely clear that this was a suicide mission and therefore attempted the suicide mission of getting her to wear a Bunny Suit. A true hero of the cause.

Soo this is the first time I’m watching Code Geass as well, and this is just my hypothesis, but I’m willing to bet that Mr. White Face with the high voice has no balls...literally. The rulers of China having eunuchs as attendants and advisors is a custom that goes back centuries. Because they can’t reproduce, and thus can’t have a lasting legacy, it’s thought that they are less likely to act in their self interest. Just a thought.
