Honestly, I think he said it because whenever they were backed against the wall, despite being his superior officer, he kept asking Eren to make a choice rather than decide himself. I think it made him feel weak and irresponsible.

Ymir kept telling her to stop with the charade and to live her life for her own sake and not for anyone else's sake. That's why she basically says "fuck humanity" since she is done trying to sacrifice herself for others.
