He could then change the justice of the Marines and insure pirates like Luffy don't get perused by the Navy . I know as things stand in One Piece right now Coby would have to get way stronger to achieve that goal but if Shanks can reach Yonko levels of power without a devil fruit then Coby can hit Admiral levels of strength without one too.
