During the 20s and 30s in Shanghai there was actually a group of gangsters in Shanghai. Who called themselves the 108 Warriors, made up exclusively of gangsters that led double lives as police officers. It's actually not uncommon for Chinese criminal elements to name themselves after such stories. Kind of like how Outlaw Motorcycle Clubs like to portray themselves as charitable organizations.
