They're either firmly rooted in a total authoritarian mindset where what they do is Justice and any and all actions to reach their ends are justified, very Machiavellian. The other group believes in their own personal sense of right and wrong and tries to bring about Justice in their own way, not necessarily agreeing with everything they're told to do by the World Government. It does take a while before you get to learn more about the Admirals, Vice Admirals, and who they are as people and as a Ranked Officer.

2020-01-16 15:36:18 +0000 UTCEh, the world government has good and bad marines. Like the 5 vice admirals here are clear examples of the bad ones since they don’t care about executing a booty call. But then there are others like Smoker or Admiral Aokiji who are clearly better. Plus aokiji is an actual admiral, so he’s in a higher rank than these 5 asshole vice admirals. So that shows that even the more decent marines can get up in the world government’s ranking.
