i believe every city has a key but not one on the steamer, so it can only be opened when the steamer is in town/port and cant be accessed when out and about on route so it can not be opened by hijackers. rich folks get on, put their extra richy stuff in the vault before the ship leaves port, and it stays safe till they arrive at the destination where it can be safely opened again while in a town and in a secure area

The money from ticket sales and for fixing the plant would have to be stored somewhere else
