It matches up. 70s 80s and early 90s dubs had very few well performed dubs with only standout actors in ok to bad dubs. But by yhe mid to late 90s more money was flowing in for anime (toonami will help this) Studios get better equipment and VAs who stuck with it got more experince. By the late 90s early 00s more and more dubs were becoming ok to good with standouts appearing. Not as many "bad" dubs were happening due to industry growth. You still had some but nothing like the 70s to early 90s being as common. Then from their more and more great dubs appeared and the overal quality upped further as anime has become bigger than ever in the west.

2020-03-10 15:38:25 +0000 UTCOff the top of my head, I think it's the first 5 episodes of the Trigun anime that are made up from a mis-match of the first few volumes of the manga. With episodes 4 and 5 starting to show a little more linearity. The thing about this dub that always did it for me was the tone the actors would choose to use during impacting scenes and little emotional moments. For a late 90's anime adaptation, this had some of the best voice directing/acting for the time and it really holds up.
