This is when you really start to see the expansion of this universe. Even though we are following the straw hats the rest of the world keeps moving forward as well. The world building really makes this story feel alive.

So, just to clarify, since you probably forget, Pluton is the same exact weapon that Crocodile was trying to find hidden in Alabasta. The one he needed Robin's help to find because its location was written on Alabasta's poneglyph. That is the original ancient pluton which was built in the past by Tom's shipwright ancestors. The blueprints that Iceberg has were what was originally used to make Pluton. He kept those blueprints just in case someone revived the original Pluton in Alabasta, so that they could use the blueprints to make a new Pluton in self defense against the original. And, obviously, the World Government wants those blueprints.

CP9 is kinda like the equivalent of America's CIA. They're secret spies, assassins, etc who work for the government in the shadows.
