In the manga Jotoro and friends were at least twice the distance away from how it was in the anime and it was raining a lot harder that is why Jotoro thought he was just hearing rain instead of Josuke.

Also, do you plan on reacting to the 2 "Thus Spoke Kishibe Rohan" OVAs ? They are not tied to the rest of the story, it's just some weird shenanigans involving Rohan.

Jotaro gained The World’s power to win, which was kind of an asspull. On the other hand, Josuke just learned to use his Crazy Diamond in clever ways.
