2019-12-19 14:07:32 +0000 UTC@Curtis, you mentioned how the episodes have been cutting away from Luffy a lot. This happens more as the series goes on. The studio making the anime tries to basically cover 1 chapter of the manga in one episode of the anime with the norm is usually to have 2 chapters in 1 episode, so as a result, they end up dragging random scenes out to fill up space. It's how the anime has kept pace with the manga for so many years, but the downside is that there is a lot of just drawn out scenes which can sometimes ruin the pacing if there's a really hype moment about to go down.
