In the case of India it was the Untouchables, in the case of most modern capitalist nations it's the homeless and the case of the Soviet Union. It was those sent to the Gulags. Class E is basically that lower class for this school.

(Wait no, Actually I wouldn't have to transfer, by my school grades I would already be in E-class! 😅 Unfortunately I didn't have teachers like her back in the school)

A, B, C, and D-class basically all go to the top colleges in the country because they are afraid to go to E-class (As was mentioned early in the episode.) So while it is crap and wouldnt be anywhere near the most effective way of running a school, for this specific theoretical school it is the right focus.
