You're not wrong that most of the marines at this place are pretty weak. It's more of a comedy arc, it's very funny imo. The commander is pretty smart though.

If Jonathan wasn't busy playing a game of some kind with the straw hats, he could easily capture them. None of them are a match for a vice-admiral. Perhaps the guys who made the arc had the same impression as you about the marines, but specifically vice-admiral rank and above are no joke, so it's funny they chose that rank. They probably did it because it's the same one that Garp has (the guy who trains Coby and Helmeppo) and they had to use a known rank at the time. ^^
