He's a lot stronger than those guys mugging him so him hurting them would have MUCH more serious consequences than anything they could do to him. And he doesn't want to risk that. For this reason his golden rule is to not use his psychic powers on normal humans. Lest he become a murderer.

So when he takes down evil spirits it is basically like him taking down a murderer... That changes someone and he has been doing it for quite a few years now. So if the spirit is suddenly the good guy, who should you attack then? There is actually a bit of Sensui from yu yu hakusho there.
