To do anything regarding that, as said, he'd have to break international law and steal water from other people, so nah, the king cant do much regarding rain. I mean he could if things became bad enough, but so could litterally anyone who could get their hands on it. And if he steals from dehydrated people of his kingdom to give to other dehydrated people of his kingdom that wouldnt help much either, if rain for other islands and countries he'd be giving those people the same situation so thats bad too. The way to control rain to some degree does exist but its not like they can use it willynilly.
