Those "Locusts" you keep hearing are Cicadas. They come out during the summer in Japan. They're kind of meant to be a generic way of telling it's summer in Anime. Also the bit about the grandfather's Official Seal. In Asian countries including Japan people use unique personal stamps for all kinds of important documents. In lieu of signatures since it's very hard to something resembling a signature in Chinese characters. (Such as the Chinese letter system or the Kanji that the Japanese use). Basically the kid was planning to rip Grandpa off using his official seal.
