I think his logic is that the city is impenetrable, so it doesn't matter if the war continues or not as long as they are within the city, they're safe. Which is why he thinks resources are better spent maintaining order within the city rather than wasting it on an "un-winnable" war. As a heads up, I think you accidentally put the Yu Yu Hakusho stuff at the end of your description.
