I believe it averages about 0.7 kids per household when all the math's done. Unlike America or Canada, Japan is an incredibly small country. Thus living space is at a premium, making it impractical to have many children. This policy has somewhat backfired on them though. Requiring them to loosen their immigration laws, which previously were some of the strictest in the world.
