He came back because he was so popular. This is the reason we never see Hiei use his form with the eye enhancements, where he turns all green.

Plus this explains how he wasn’t burned to death by that one blonde guy in the first round of the dark tournament.

Furthermore, these three Kings have 1000s of A-ranks and elite squads of S-ranks in their army who are probably each just as strong as Sensui. So, clearly we can now see how our past villains were just big fish in a small pond.
