Those aren't commercials. They are little TV spots that the local news do that cover when new things happen in the locality. So if a new restaurant opens up and gains traction, they go to do a segment of them and judge their food. They're not meant to "sell" the product.

And yeah this guy is definitely the classic Mobster type. Or at least a very aggressive capitalist, like a J.P. Morgan, Andrew Carnegie, George Hearst type.
