In regards to you comment on power scaling, Goku and Vegeta become much more powerful when they use divine energy, but that doesn't mean that normal people can't match up to them with just raw power. Frieza would probably be one of the bigger examples. He had problems with energy efficiency, but during that arc, his Golden Frieza transformation was actually more powerful than Goku's Super Saiyan Blue. Broly in the upcoming movie also appears to be another example, fighting them at their best with just his own monstrous power.
