Its pretty much explained by universe 7 not having many plantes that are really populated. The namekians for example fit all their race in bulmas estate and surrounding area. The best example we have is the planets friza raveges (thus lowering the population) and his army but friza as far as we know only operated in the galaxy that king kai and the show resisds in out of the 4 directions (north I think?) Also the old majin buu ramapage was said to be a extream loss of life universe wide. Beerus also states after that the new grand kai (the old dat one is in majin buu) was very hands off in races evolving and spreading society. I feel like when the show calls it LEVEL people jump to conclusions quick. A example we have is chappas universe has a full and thriving sayin race and show to have many big citi planets like the one Hit was on. We see more of this in other universes too later while universe 7 has earth as the benchmark and Nanak.

Their level would likely be at the bottom still due to the universe being almost empty and not developing fast.

Zeno if very forgetful as we have seen and likely would have forgotten in the first place without Goku reminding him. Id say almost all the universes would prefer zeno just getting rid of the weakest one like 9 or 7 rather than destroying a bunch in the middle too

2019-01-04 15:17:00 +0000 UTCI believe its the most populous / advanced civs that weigh heavily. Like the Zeno decided they arnt gonna kill the unis that have the most people. Universe 7 for example is stated to really only have a few planets with really strong fighter levels compared so they may have a decent population cause beerus was lazy but the universe grew stagnant.
