You see in Japan there used to be all kinds of magazines and Manga dedicated to Military related topics. But around the early 2000s or so the Anime market became dominated by a genre called Moe. Which usually involved cute schoolgirls doing the sort of things cute schoolgirls do. About a third of the market at the time was dedicated to putting out Moe content. Now if you worked for one of these Military dedicated Manga magazines you were essentially out of a job. Because all the nerds who usually bought your magazine were distracted by cute schoolgirls. So what did you do to stay in business? You put cute schoolgirls in the Military one way or another. And thus Military Moe was born and created many new Anime like this one and Girls und Panzer. (The latter of which is a favourite of mine).
