Hit was Training his Time Abilites for a while after the Tornument, Its possible the phasing and complete mastery and control of his Time Skipping was due to intensive training

To be fair, even if he can't use the killing move, it's kind of weird he didn't do his whole phasing thing in their last battle. I also feel like he could have used the other technique itself and just not aimed for a vital spot, going for a leg for example. Ultimately, it probably just comes down to them having not written these new abilities at the time, but the whole holding them back because he couldn't kill Goku is a bit flimsy since they can be useful without killing.

this is not a new move for hit. it is a move for killing the target. So he can't use it when there is a rule that u can't kill, like when hit faced goku B4. So he has had alot of time to master it. Also the dragon balls of earth can only bring the same person back one time & have been used on goku one time back in Z. The other time a kai revived goku. So they would need to leave earth to save goku if he was killed. Good thing goku saved himself in this case. You will see how soon. This jumps around with flash backs & is a bit hard to follow. I did not enjoy it as much because they seem to show it out of order, as if goku is looking back on what happened

This episode kind of marks a turn where they seem to start bridging the gap with the Dragon Ball Z epilogue in terms of Goten's personality. Till now, he's just been the same innocent little kid he was in the Buu Saga, but now we start seeing him outgrow some of his old habits (thinking the Great Saiyaman is lame now for example) and become a bit more socially conscious. I'm still not the biggest fan of Goten growing up to just be your stereotypical teenager, but seeing the transformation (or at least the beginnings of it) in young Goten is pretty cool. Also, in case you didn't know, despite still looking like a 7-year-old, Goten by this point is actually supposed to be around 13 or 14 years old, which puts him and Trunks around the same age as Future Trunks was when he first unlocked Super Saiyan. It's kind of annoying considering Kid Trunks and Future Trunks are literally the same person but apparently grew at different rates.

actually even though he started off only needing water somewhere along the lines Piccolo gained the ability to eat food he also unlike others Namekians has a Pen!s...according to Toriyama...he could have it because he was born from the manifestation of Evil that was Driven out a real Namekian or...it could be because Toriyama forgot Namekians dont have Genitals...every time the guy forgets something he creates a new set of lore for his own Anime....seriously his Brain farts are our childhood....
