(Probably because Jouji doesn't really understand the intricacies of it and we're getting the information from his point of view). Yes Japanese men were allowed to engage in homosexual activity. But there were certain rules to what was socially acceptable. For example they were still expected to marry a woman and leave behind an heir. Duty to the family line above all. Also relationships between Samurai were often of a weird cross between similar practices between Warriors of Sparta and the Sacred Banders of Thebes and a pederastic relationship between a teacher and student. Hell Oda Nobunaga (considered by many to be the architect of the reunification of Japan after the 100 year war of the Sengoku period) kept the company of a 17 year old named Mori Ranmaru. Moving onto another subject Nagasaki was the centre of trade for the Portuguese back when they were still allowed to trade with the Japanese. THey traded plants, science, tech, and ideas with japan but weren't allowed to wander outside the one or two port towns. So he is right that Japan eventually opened up the country which is nice.
