I don't know where this comes from. In DBZ it's stated right at the start that Shenron's power are limited to his creator. He couldn't kill Saiyans (Vegeta and Nappa) that were about to attack Earth.

Yeah it's really funny but impressive too. You See Curtis for many years not only I but many of the dragon ball z fans thought that shenron was the strongest being in the dbz world. We thought there was no one who could match up to him. Then lord beerus came along and there was a debate if Shenron was stronger than beerus or the opposite. Then came battle of gods and we saw how shenron was so scared and nervous and frighten of beerus we were all absolutely shocked. I was left with my mouth wide open. But now we're just used to it. Believe me shenron is really not that important in super. It's mean to say it but it's the truth.
