It's very unclear, since weather Zenkai's are still a thing now (as in Goku and Vegeta haven't already outgrown them after they got so powerful) is up in the air. I think it's more like Goku Black is still getting to where Goku's body was at when he switched them. (the same thing happened to Ginyu who had to spend more time in Goku's body to get used to it and draw out more of its power) Of course i don't think it has ever been officially stated when Goku's body is swapped so it could be a little after Goku's first meeting with Zamasu or After the next big arc. Which would make sense due to how powerful Goku gets at the end of that arc but again i don't think it's ever been properly stated in the show. This might be the Goku Black arc's biggest issue, unexplained details in the story like Trunks' new transformation or the two things i was just taking about.

Yea, a powerful technique which allows a person to contain another strong individual at the cost of their life.
