From my experience, you get charged when you join and then there's a recurring charge on the first of every month. So, if you joined on Dec 10, you'd get charged that day, and then in another 21 when Jan 1 comes around. If you joined on Dec 31, you'd pay $5 that day, and then again on Jan 1. Hope this helps.
