Yeah it's intentionally misleading. There are two hints though. One is when Tonpa says Hisoka was disqualified last year for attacking an examiner, and the other is when you see Illumi putting away the communication device immediately after Hisoka gets that call. Though even noticing both things wouldn't confirm anything 100%.

Hisoka is my favorite character in the series. He is a very unique character with a fighting style that just makes you want to see more of him on-screen.

You cut away the "bad touch" part of the Hisoka-Gon 'fight'. It really creeped me out.

Hisoka is easily hunter standard and would be considered better than the majority of pros, he failed the last test because he killed an examiner so he's retaking the test this time.

No, Curtis Hisoka was merely “playing examiner” he’d not with the actual hunter association. Also the reason he hasn’t passed precious exams is likely cause he doesn’t give a fuck since he could just try again next year. He has been stated to have killed an examiner he didn’t like.
