What do you mean poor? Dark Shadow's at his strongest right now! If anyone, Tokoyami himself looks like he's suffering but I can't even feel bad because of how much ass kicking will come from him and his Shadow, and how little damage I'm seeing on him physically. My favorite character is gonna steal the show!

I'd assume at least part of the reason for having such strict laws on the governance of Quirks is because of people with dangerous Quirks like Mustard, All Might, Todoroki, etc. What if someone's Quirk is powerful enough to release poison in the air, blow away entire buildings, or perhaps even create a nuclear explosion? A hero that's trained for combat can use these powers effectively, but a normal person that could ordinarily control their powers may not be able to in such a stressful situation. Depending on the ability, someone just acting in self defense might also accidentally claim many more lives in the process of protecting themselves. Then, if you selectively choose to prohibit certain individuals from being allowed to protect themselves, you could also run into problems with discrimination or even people taking advantage of it by targeting people that aren't allowed to defend themselves. Additionally, the law might also just be a relic of the past like how certain parts of the constitution aren't completely relevant to the contexts of today. As All Might and Midoriya alluded to before, things were pretty chaotic back in the day, so they needed harsh laws like that to keep order. Something they've pointed out numerous times is the inherent problems with their laws, institutions, and society as a whole like this law, how unfair UA's entrance exam is to certain people, how reliant everyone is on All Might, etc. The villains are certainly not going at it in the right way or even with the right intentions, but they may not be wrong about the problems with their society.
