Like you mentioned, it's become clear to me that he, indeed, wants to create a Mutually Assured Destruction scenario... This whole section of the arc is really fascinating. :-)

Nations with nukes don't attack other Nations with nukes, because it would be suizide. Like the normal World. Sorry if my sentence sounds weird.
