After he said it and Kakashi had a face that looked like he was about to shit bricks, Obito said something like "oh relax, it's not worth criticizing anyone in this cursed world" and when Kakashi asked "aren't you going to condemn me?" Obito commented that it wouldn't be worth it, essentially. I think he didn't really mean that, just wanted to see Kakashi's face since he knew what Kakashi was expecting to hear.
