Throughout the entirerty of the show Issei does not cross that line that we all wanted him to cross because he does not belive that he is worthy of Rias. Lets put it this way, Rias is literaly perfect in just every way, while you can say that Issei is considered to be low tier in every way, except for the Red Dragon Emporer. Issei loves Rias a lot but belives that he is not worthy of her, and to be honest I belive that the majority of us would be the exact same way if we were in his position.

She's taking the lead and she's essentially his boss. That's a lot of pressure to handle in such a short amount of time. I can see why he had a hard time rising to the challenge. Puns not intended.
