And I always wondered what happened to that law where it was illegal to speak of Naruto being the nine-tails host, etc.

Wasn't the law just that they weren't allowed to tell anyone who didn't already know? Naruto got a lot of shit from the adults BECAUSE they knew he was the Kyuubi Jinchuuriki, iirc.

A law has to be written thus anyone can learn it if they read a scroll with listed laws. a unspoken rules means they can make you just disappear for potentially leaking secret information.
