2024-07-07 21:20:02 +0000 UTCTheory time: The reason the Otter Penguin didnt look like a real Otter Penguin is because Varrick hired prop makers from Republic City who had never seen an Otter Penguin so they gave the best guess on what an Otter Penguin is based a different Otter fusion they did know and maybe a picture of a different penguin fusion.
